Toy Safety Directive 2009/48/EC

This EC wide directive is the new standard that manufactures/importers/suppliers of toys must comply with, for any toys bought into the EC after 21st July 2011.

One point that I notice will affect some of us concerns the 27mm capsule cuirrently being vended @ 20p through various machines such as, 3L Wonders, Beavor RB16, Northwesterns, Superettes etc. Point 11.1.6.4 (c) states that 44.5mm is the new dimention for the choke test. My question to our suppliers is: How will the 27 x 32mm capsule currently being supplied pass the 44.5mm choke test? I hav'nt had any answers yet! But if the capsule size has to increase to 44.5mm to comply with this directive, this will mean that some machines, which cannot be converted to an alternative use, become obselete overnight.

Is anyone aware of this new directive? And how will it affect you? Are their any members of this forum to whom 20p toy vending is a major part of their business. The 20p toy market is 15% of my business.

could it be the packaging is exempt and as long as the item is 44.5mm it passes?

I got a letter from Toyvend this week confirming that all their 27mm toy capsules pass the new EU regulations so there's no problem if you purchase your stock through them. You'll find that all the other suppliers will follow suit as the new requirements kick in.

I also got a letter from Toyvend dated 12th May. On the letter I got there was no mention of 27mm capsules passing the new EU regulations. There is no mention of product on toyvends letter. They did say that all products supplied by them will be compliant with the new directive coming into force on 21st July 2011. (the could still comply by dropping 27mm capsules altogether). They also say it will be perfectly legal to sell any stock compliant with the old directive (and not the new) after the 21st July, provided it was purchased prior to that date.

My question still stands, will new compliant stock still be able to vend through the 27mm 20p mechanism? The answer is unlikely, because some of our vending machines cannot be upgraded to vend a larger 44.5mm capsule. It's the machines that I am concerned about. I'm sure all suppliers will be providing compliant stock, but I have yet to see anyone stating that their 27mm capsules will be compliant. You could of course stick to vending 27mm bouncy balls, but then why have 4 heads?

Point 11.1.6.4. (c) refers to packaging. This part of the directive has been sponsored by someone in the food industry that suprise suprise has a hindged capsule that meets the specifications of the directive.

I have been told that it only applies to spherical capsules. so the accorn or non spherical capsules are ok under 44.5mm.

as for bouncy balls not sure?
