My take on all of this is that the ball must have the shrink wrap showing the importer and any warnings such as the not for under 3 years device. The machines vending these items should carry the warnings to. I suppose the most important thing to have is the EN71 certificate which is the products' euro safty certificate that shows it has passed all the tests laid out by the EU. Your supplier should be able to give you this with no problems if they cannot then you could presume product doesn't hold a EN71 certificate.
